About ICMS

NATIONAL SYSTEM

 

The ICMS connects all Belgian authorities, organisations and companies to create a digitial platform for collaborative and integrated crisis management.

OBJECTIVES

 

Support all actors in crisis management in: emergency planning, training, exercises and real time management.

PROJECT

 

Phase 1: adaptation of the standard COBRA environment to meet ICMS requirements.

Phase 2: roll-out and management of the ICMS.

on behalf of the

Ministry of the Interior.

Some

Basic Functionalities

The ICMS is a secure national web-based platform

for managing data and information and for collaborative crisis management.

The Belgian ICMS is based on the COBRATM EMSS (Emergency Management Support Software),

which will be further developed and become operational as the national ICMS system in 2016.

COLLABORATION

 

Collaborative creation of documents,

logbooks, real time communication

tools, dashboards, real time reporting.

EXERCISE MANAGEMENT

 

Interactive exercise calendar,

support in exercise preparation,

"after action" reporting.

EMERGENCY PLANNING

 

Creation of emergency plans

by means of built-in

document editors.

DATA MANAGEMENT

 

Management of the national digital library, creation of databases with assets, objects, persons, ...

REAL TIME MONITORING

 

Tracking and management of assets, requirements, commitment, linkage with sensors and other systems..

Ad hoc reporting.

DIGITAL CARTOGRAPHY

 

Visualisation, combination, interpretation of geographical data.

Disclosure to external stakeholders.

 

The Project Team

"Tijdelijke Handelsvennootschap CEMAC-Dynamis" (Temporary Association), or short TCD was selected as the supplier of the ICMS following an international selection process.

This TCD builds on the already existing strategic partnership between the Belgian and US companies.

CEMAC, abbreviation of Crisis & Emergency Management Centre, is a Belgian centre of expertise active in the fields of emergency planning, crisis management & crisis communication.

Dynamis (previously DGI) is an American software company that started developing COBRATM in 2000, the system which forms the backbone of the ICMS.

In 2006 as part of a merger-and-acquisition

process the name DGI became Dynamis, and references to "DGI" will be gradually phased out..
