The ICMS is a secure national web-based platform
for managing data and information and for collaborative crisis management.
The Belgian ICMS is based on the COBRATM EMSS (Emergency Management Support Software),
which will be further developed and become operational as the national ICMS system in 2016.

"Tijdelijke Handelsvennootschap CEMAC-Dynamis" (Temporary Association), or short TCD was selected as the supplier of the ICMS following an international selection process.
This TCD builds on the already existing strategic partnership between the Belgian and US companies.
Dynamis (previously DGI) is an American software company that started developing COBRATM in 2000, the system which forms the backbone of the ICMS.
In 2006 as part of a merger-and-acquisition
process the name DGI became Dynamis, and references to "DGI" will be gradually phased out..
